In order to fully implement the spirit of the 19th National Congress of the Communist Party of China and promote Hainan to become a new benchmark for comprehensive deepening of reform and opening up in the new era, and to form a new pattern of higher-level reform and opening up, the following opinions are hereby put forward 

I. Significance

Hainan was born out of the reform and opening-up policy. Over the past 30 years, it has undergone earth-shattering changes. 

II. General Requirements 

Strategic positioning: Comprehensive deepening of reform and opening-up pilot zone, national ecological civilization pilot zone, international tourism consumption center, and national major strategic service guarantee area. 

Basic principles: Upholding the leadership of the Party, promoting in an all-round manner, integrating land and sea resources, and giving priority to talent development. 

Development Goals: By 2020, complete the building of a moderately prosperous society; by 2025, establish the initial framework of the free trade port system; by 2035, rank among the top in the country; by the middle of this century, achieve socialist modernization first. 

III. Building a Modern Economic System

Deepen supply-side structural reform, develop tourism, modern service industries, and high-tech industries; implement innovation-driven strategies, establish research platforms in fields such as deep-sea and aerospace; deepen reforms in state-owned enterprises, agricultural reclamation, and land systems; improve infrastructure and build a "Digital Hainan". 

IV. Promoting the Formation of a Comprehensive Open New Pattern

Establish a full-island free trade zone in Hainan, implementing high-level trade and investment liberalization and facilitation; explore a Chinese-style free trade port, with tourism, modern service industries and high-tech industries as the mainstays; strengthen the construction of risk prevention and control systems. 

V. Establishing an Innovative Mechanism for International Tourism Consumption Centers

Expand consumption areas such as duty-free shopping, cruise ships and yachts, and sports lottery; improve service quality and introduce international brands; promote international tourism consumption and relax foreign investment restrictions. 

VI. Serving National Major Strategies

Strengthening the protection and development of the South China Sea and providing support services; Deepening cooperation along the "Belt and Road" initiative; Promoting military-civilian integration and building Wenchang International Aerospace City; Strengthening regional cooperation and aligning with the Guangdong-Hong Kong-Macao Greater Bay Area. 

VII. Strengthening and Innovating Social Governance

Improve the long-term mechanism for improving people's livelihood, complete the battle against poverty; establish a pattern of joint construction, governance and sharing, and promote the construction of social credit system; deepen administrative system reform and promote the integration of multiple plans. 

VIII. Accelerating the Reform of Ecological Civilization

Improve the ecological civilization system, establish a property rights system for natural resources; establish a system for the development and protection of territorial space, and establish a tropical rainforest national park; promote green production and living; gradually prohibit the sale of fuel-powered vehicles and completely ban disposable non-degradable plastic products. 

IX. Improving the talent development system

Innovate the talent cultivation mechanism, support Hainan University in establishing world-class disciplines; establish an open talent recruitment mechanism, allowing foreign and Hong Kong, Macao, and Taiwan technical and skilled personnel to work and obtain permanent residency in Hainan; build a high-quality cadre team; enhance the level of talent services. 

X. Guarantee Measures

Strengthen the leadership of the Party, enhance policy support, and delegate management authority; establish a fund for the construction of the free trade port; Hainan Province assumes the main responsibility, while relevant central departments strengthen coordination to ensure the implementation of all tasks.
